QUAD Proposals

 

 

 


The public and press have scrutinized police responses to recent violent attacks in schools, churches, and places of business. NASTA has developed seminars that address both the philosophical and tactical response necessary to enable police to effectively manage these situations.  QUAD (Quick Action Deployment) weighs the requirement to respond immediately to a crisis situation, with that of concerns for officer safety.  Additionally it implements a rescue and/or search formation that single or multi-jurisdictional agencies can employ with limited training.  NASTA has developed three QUAD Training Seminars.  We are confident that these seminars will be of great benefit to your agency.

Many School Administrators have attended Proposal #1.  Those attending now have a clearer and more appreciated idea of law enforcement's responsibilities and philosophies, thus bridging the gap between law enforcement and educators.

Proposal #1:  Critical Incident Response to School Emergencies

This first proposal is an eight-hour, classroom seminar.  This seminar addresses the critical aspects of preparing for an “active shooter” situation, in your jurisdiction.  Additionally, we discuss the change in philosophy and tactics, required in policing, to deal with an “active shooter” situation.  This seminar was created for police administrators. fire administrators, school administrators, police communications technicians, school resource officers, and first responders.    The topics of discussion will include:

Incident Preparation                                                      Media and Parents

Incident Command Post                                                After Action Reports

Tactical Command Post                                                Unit Debriefings and Incident Debriefing

School Evacuation Centers                                           Post Stress

Accounting for Students and Staff                                 QUAD Training Presentation and Video

The cost for this seminar is $5,000.   There is no limit on the number of attendees.

The host agency is responsible for our expenses, providing the seminar site, and contacting and registering all participants.  Many hosting agencies choose to charge outside department attendees $125 in order to offset the cost of our travel expenses and hotel.

 

Proposal #2:  Critical Incident Response to School Emergencies including Practice Scenarios

This seminar was created and geared towards the first responders.  We consider all police personnel to be first responders!  We have deleted some of the administrative concerns and added the very important QUAD training including practice scenarios to be held in one of your schools or office buildings.  This is an eight-hour day that is very similar to the training we have provided  for thousands of officers throughout the United States and Canada.  The topics of discussion will include:

The cost for this seminar is $5,000.   There is a maximum of 60 participants.  

The host agency is responsible for our expenses, providing the seminar site, and contacting and registering all participants.  Many hosting agencies choose to charge outside department attendees $125 in order to offset the cost of our travel expenses and hotel.

 

Proposal #3:  Critical Incident Response to School Emergencies including Advanced Practice Scenarios and the “SAFE” concept

This seminar was also created and geared towards the first responders.  This is an eight-hour day that is designed for those officers who have completed the class described above in Proposal #2.  In this seminar we go into the hallways of your schools or businesses and practice the three, four, five, and six officer search techniques.  We also add suspects to be located and arrested and other diversions to be dealt with.

 We share with you a presentation that will introduce you to the “SAFE” (Safe Avenue For Escape) concept. This is a tactical system that is used once the gunman has been neutralized or cannot be located quickly and there is an immediate need for medical help and evacuations.  Practical exercises follow this presentation. 

The cost for this seminar is $5,000.   There is a maximum of 60 participants.  

The host agency is responsible for our expenses, providing the seminar site, and contacting and registering all participants.  Many hosting agencies choose to charge outside department attendees $125 in order to offset the cost of our travel expenses and hotel.


   
Although some departments have chosen to conduct these three seminars at separate times, coupling proposals #2 and #3 is recommended as a first responder’s two-day seminar.  It not only introduces your officers to the QUAD and SAFE concepts, it also will place them into scenarios that reinforce ways of dealing with “active shooters” in one of your schools or businesses
